What are "PCR Donations"?
PCR is an acronym for "Political Contribution Refunds". In Minnesota, anyone who donates money to a political candidate is eligible for a refund, up to $50 per individual or up to $100 per married couple.
So, if I give $50 to a candidate running for state house, you're telling me I will get my $50 back?
Yes, with certain exceptions. First, you must be sure your candidate is eligible to accept PCR Donations. Most candidates are eligible for PCR Donations, provided that they sign an agreement with the Minnesota Campaign Finance and Public Disclosure Board to observe state campaign spending limits. Also, you must obtain form EP-3 from the candidate. It is strongly recommended you contact the candidate before you contribute, and he/she will help you with the process if you indicate it is a PCR Donation.
